[PIO] Address by the Minister of Interior Mr. Constantinos Ioannou at the educational workshop of the Pancyprian Association of Entrepreneurs of Land

I would like to thank you first of all for your initiative to organize today's training workshop, which gives your members the opportunity to be informed about the new procedures and changes that are being promoted in the Department of Cadastre and Land Surveying.

For every Government, creating conditions for the promotion of development is a priority. Our proclaimed commitment since June 2023 has been to modify and simplify procedures in both the Department of Cadastre and Land Surveying and the Department of Planning and Zoning. To this end, we are proceeding through a series of measures to simplify the State's urban and spatial planning, making the service to citizens more immediate and enhancing development prospects.

Having acknowledged the long delays that existed in many cases in completing the procedures for issuing property titles, our goal is to introduce more flexible and faster procedures, without delays and unnecessary inconvenience to citizens.

Ladies and Gentlemen,

One of the main changes being promoted, aimed at improving and speeding up the process of issuing title deeds, is the new procedure concerning applications for the division of parcels to create new title deeds for plots of land or other units. This change was implemented as early as 2 January this year.

Briefly, the new procedure provides for prior external demarcation, spatial work of the development and submission of all required documents. The amended procedure ensures that all applications are henceforth submitted fully and correctly completed and ensures that they are assessed more quickly, without the need for applicants to continually provide new information. In addition, the advance completion of the external demarcation prior to the division of the parcels ensures that future development is implemented within the actual boundaries of the parcel, without interfering with neighbouring properties, which until now has often been a point of friction between owners.

In addition, the Department of Lands and Surveys has recently implemented the institution of a private competent land surveyor as the only option now available to carry out the required spatial work of subdivision. This gives citizens the opportunity to be billed directly to a private land surveyor of their choice to complete the land surveying work and, by extension, relieves Department staff of this work to undertake other tasks and reduces the significant delays previously experienced.

With the above arrangements, a substantial reduction in the overall time required for the completion of the application and the issuance of title deeds on the part of the Department of Cadastre and Land Surveying is achieved. As a rule, the time for examination and issuance of titles is reduced to an average of three months from more than one to three years which was previously required.

You will then have the opportunity to hear from Mr. Yazos of the Department of Cadastre and Land Surveying in more detail the technical details of the changes and to exchange views as directly affected parties.
