Jazeera Airways has posted flights between Larnaca ?? and Kuwait ?? in its reservation system.
For now, all dates are "Sold out," possibly because tour operators Fun&Sun and Tez Tour plan to take tourists from Russia to Cyprus via Kuwait on these flights. Perhaps closer to the departure dates Jazeera Airways will open direct sales for those who only need a ticket, without a tour.
They also display connecting flights, for example to Moscow (DME). If sales open, I will let you know more.
