[B-4]Democratic Party President Marios Karoyan has expressed the view that the 2022 Budget is[B-5] perhaps the only one in the history of the Cypriot economy that, due to our obligations for the Recovery Fund and the conditions stemming from the European Green Deal, includes real and substantial changes leading to a "transformation of our economic model", stating that his party will vote for it.[B-6][B-7][B-8]During the debate on next year's Budget in the House of Representatives, the PPP President said that under "the peculiar circumstances in which we live, we are being given an amazing opportunity - perhaps the last opportunity - to change and untie Cyprus, from the bottom", adding that "if we are not overcome by self-destructive syndromes, with choices of irresponsible and adventurous politicians, then yes, we can talk about a golden decade, which we must not miss".[B-9][B-10]He went on to say that this is a decade that is bound to be a new world in which knowledge, information diffusion, technology and innovation will have the first and decisive say.[B-11][B-12]He then referred to the contradiction that is being observed, "while we were all calling on the government not to be stingy and to support workers and businesses, today we are criticising the fact that the public debt has increased."[B-11][B-12][B-11][B-12] He then referred to the contradiction that is being observed, "while we were all calling on the government not to be stingy and to support workers and businesses, today we are criticising the fact that the public debt has increased.[B-13][B-14]Mr. Karoyan also said that he would have expected that the economic disaster of 2013 would have made us more prudent and more realistic, more self-aware, less arrogant, less self-centered, less greedy and less selfish, and that the "septic agents" in the economy would have been isolated and sealed off from the healthy productive units of the country, but instead, it seems that their action, to this day, is still tangential and mutually reinforcing.[B-15][B-16]"The then white-collar sinners are the present-day perpetrators of red loans," he continued, and expressed the view that the most unjust thing is that a handful of people do not even hesitate to cook the valuations of the property of indebted citizens in order to force them to sell it to third parties.[B-17][B-18] He also expressed the view that it is clear that a modern society requires profound changes and that for this to happen, there must be ruptures, substantial ones, without illusions, stating that only with a strong economy, Cyprus will be properly shielded from dangers that threaten national and physical survival.[B-19]

[B-20]Among the reforms proposed by the PPP, Mr. Karoyan referred to the labour sector, adding that it is necessary to establish a national minimum wage, to legislate new professions, to institutionalise existing professions, to modernise the state's subsidy policy, and to eliminate the inequalities that exist.[B-21][B-22]Referring to the national issue, the PPP President reiterated that we are going through one of its most critical phases, as Turkey is gradually consolidating its occupation and partition of a large part of our country, noting that the ongoing expansion of the occupation in the enclave of Famagusta is dragging with it any prospects for the resumption of talks and the chances of reaching an agreement for an acceptable, viable and workable solution.[B-23][B-24] He added that various scenarios are circulating for discussing further Confidence Building Measures or even "cooperation ideas" on the exploitation of the energy resources of the Republic of Cyprus, as stated in the options paper recently released by the competent services of the European Union.[B-25][B-26][B-25][B-26] He further said that the issue is not to promote further CBMs or novel ideas, but to achieve a solution to the Cyprus problem on the basis of UN Security Council Resolutions and in line with the European acquis.[B-27][B-28]"CBMs should not be promoted at the expense of the discussion of the substance of the Cyprus problem. Otherwise, all that is achieved is the perpetuation of the present situation and the promotion of further fait accompli by the occupying power, as is currently the case in Famagusta," he continued, saying that it is extremely important, that we remain faithful to our declared positions, seeking the immediate resumption of negotiations from the point where they were interrupted in Crans-Montana, with the aim of arriving at the only feasible and acceptable framework for a solution to the Cyprus problem, which is none other than a bi-zonal, bi-communal federation.[B-29][B-30] He also expressed the view that it is important to have common positions from all or at least the overwhelming majority of the political forces at home, which should be put forward by all of us in the context of a dynamic, active diplomacy, in order to create the conditions for the resumption of talks on the right basis, which will focus on the substance of the Cyprus problem, noting that the horizons of our foreign policy should also be broadened, always within the framework of our capabilities.[B-31][B-32][B-31][B-32] Finally, he said that the PPP would vote in favour of the State Budget, without the approval of the Budget constituting a vote of confidence in the government on its economic, social, cultural, educational, environmental and other policies.
