Following the Ministry of Health's Infectious Diseases Orders (No. 44 dd. 3.12.2021 & No. 45 dd. 14.12.2021, the Deputy Ministry informs citizens and businesses that the national rules for checking the European Digital Certificates COVID (EUDCC) Cyprus through the CovScan Cyprus application have been adjusted as follows:
The check through the application, which is done by scanning the QR code written on the certificate, will show the following validity results as of 18 December:
- Green: The certificate is valid and means that the holder has completed his/her vaccination regimen or has recovered from COVID-19 and in any case has not expired.
- Blue: The certificate is valid and means that the holder has undergone a PCR laboratory test with a negative result within the timeframes set out in the Decree.
- Yellow/Orange: The certificate is valid and means that the holder has undergone a rapid test with a negative result within the time limits laid down in the Order.
- Purple: The vaccination certificate is valid only with the additional presentation of a negative PCR or rapid test result within the timeframes applicable in the Decree, which must also be presented in EUDCC format and subject to verification via the CovScan Cyprus application.
- Red: The certificate is not valid.
The "purple" color result corresponds to the following cases, for which the Ordinances require additional submission of a negative PCR laboratory test result with sampling performed within the timeframes in the Ordinance:
- Presentation of a single-dose vaccination certificate for a two-dose vaccine and a vaccination date not exceeding 35 days,
- Presentation of a single-dose vaccination certificate for a single-dose vaccine if 14 days have not elapsed since vaccination
- Presentation of a single-dose vaccination certificate for a single-dose vaccine or two-dose certificate for a two-dose vaccine if more than seven (7) months have elapsed since the last dose.
Citizens who have received an additional booster dose after completing their vaccination cycle (e.g. 3rd dose) can issue their European Digital Certificate related to that dose via the https:/www.eudcc.gov.cy/ platform. European Digital Certificate related to the booster dose is scanned by CovScan Cyprus in green (valid).
The EUDCC can be presented in digital form on a mobile phone (smartphone) or in printed form, provided that the QR code is displayed on it.
Reminder that the following are excluded from the mandatory check via the CovScan Cyprus application:
- People aged 65 years and over,
- Persons aged 14 years and under,
- Turkish Cypriot citizens who have been vaccinated in areas of the Republic of Cyprus where the Government does not exercise effective control,
- Tourists (i.e. persons not permanently resident in the Republic and legally entering the Republic) who have been vaccinated in countries other than those of the European Union, the European Economic Area (Norway, Iceland, Liechtenstein) or Switzerland; and
- Permanent/legal residents of Cyprus who have been vaccinated in countries other than those of the European Union, the European Economic Area (Norway, Iceland, Liechtenstein) or Switzerland.
- Persons who are demonstrably and following a decision of a Medical Board not recommended to be vaccinated, and who must show the special card issued by the Ministry of Health and simultaneously a Rapid laboratory test or PCR test on a weekly basis with a negative result.

- Τι είναι το CovScan Cyprus;

- Πως μπορώ να κατεβάσω την εφαρμογή;
Το CovScan Cyprus είναι άμεσα διαθέσιμο για συσκευές με λειτουργικό σύστημα Android και μπορείτε να κατεβάσετε την εφαρμογή μέσω Google Play, στην ιστοσελίδα https:/play.google.com/. Η εφαρμογή λειτουργεί με εκδόσεις νεότερες από Android 8.1. Σε μεταγενέστερο στάδιο η εφαρμογή θα είναι διαθέσιμη και για συσκευές iOS (εκδόσεις νεότερες από iOS 12.1).
- Ποια είναι η διαδικασία χρήσης της εφαρμογής CovScan Cyprus σε έξυπνες συσκευές Android;
Για τη χρήση της εφαρμογής, ακολουθήστε τα ακόλουθα βήματα:
- Πριν να ενεργοποιήσετε την εφαρμογή CovScan Cyprus από την έξυπνη συσκευή σας, βεβαιωθείτε ότι η συσκευή είναι συνδεδεμένη με τοδιαδίκτυο.
- Εκκινήστε την εφαρμογή.
- Στην πρώτη χρήση η εφαρμογή θα εμφανίσει το μήνυμα οθόνης«Downloading Rules». Η διαδικασία διαρκεί μερικά δευτερόλεπτα.
- Στην πρώτη χρήση αλλά και σε καθημερινή βάση, πριν αρχίσετε τη σάρωση των πιστοποιητικών, βεβαιωθείτε ότι τα Κλειδιά (Trusted Public Keys) είναι ενημερωμένα. Επιλέξτε το εικονίδιο πάνω δεξιά (εικονίδιο «?») όπου εμφανίζονται οι ρυθμίσεις της εφαρμογής (Settings). Πατήστε και ενεργοποιήστε την ενημέρωση των πληροφοριών ελέγχου της εφαρμογής (επιλογή Αξιόπιστα Δημόσια Κλειδιά / Κανόνες Trusted Public Keys / Business Rules, κουμπί«Επαναφόρτωση» «Reload»). Η διαδικασία διαρκεί μερικά δευτερόλεπτα.

- Ποια είναι η χρήση της εφαρμογής CovScan Cyprus;
Ο έλεγχος μέσω της εφαρμογής CovScan Cyprus γίνεται με τη σάρωση του κωδικού QR που αναγράφεται στο πιστοποιητικό (σε έντυπη ή ηλεκτρονική μορφή) και παρουσιάζει τα εξής αποτελέσματα:
- Green: The certificate is a "Valid vaccination certificate" or "Valid recovery certificate" that meets the requirements of the Ordinance
- Blue: The certificate is "Valid"and means that the holder has undergone a PCR test with a negative result within the timeframes specified in the Ordinance.
- Yellow/Orange: The certificate is "Valid"and indicates that the holder has undergone a rapid test with a negative result within the timeframes specified in the Ordinance.
- Purple: The vaccination certificate is "Valid" only with the additional presentation of a negative PCR or rapid test result within the timeframes applicable in the Decree, which must also be presented in the form of a EUDCC and subject to verification via the CovScan Cyprus application.
- Red: The certificate is"Invalid".
- In which cases does the purple indicator appear?
The "purple" color result corresponds to the following cases, for which, according to the Ordinances, an additional presentation of a negative PCR laboratory test result is required with the sampling having been performed within the time frames applicable in the Ordinance:
- Presentation of a single-dose vaccination certificate for a two-dose vaccine and a vaccination date not exceeding 35 days,
- Presentation of a single-dose vaccination certificate for a single-dose vaccine if 14 days have not elapsed since vaccination
- Presentation of a single-dose vaccination certificate for a single-dose vaccine or two-dose certificate for a two-dose vaccine if more than seven (7) months have elapsed since the last dose.
- Which categories of citizens are exempt from mandatory testing through the CovScan Cyprus application?
Excluded from the compulsory control through the CovScan Cyprus application:
- Persons aged 65 years and over,
- Persons aged 14 years and under,
- Turkish Cypriot citizens who have been vaccinated in areas of the Republic of Cyprus where the Government does not exercise effective control,
- Tourists (i.e. persons not permanently resident in the Republic and legally entering the Republic) who have been vaccinated in countries other than those of the European Union, the European Economic Area (Norway, Iceland, Liechtenstein) or Switzerland; and

- What are the local rules?
The CovScan Cyprus application returns a CERTIFIED result in the following cases (rules according to the MoH decree dated 14-12-2021):
- on completion of all three vaccination doses if it is a two-dose vaccine, or two vaccination doses if it is a single-dose vaccine (booster dose)
- for a certificate of recovery from COVID-19 disease in the last 6 months
- a negative molecular laboratory test for COVID-19 disease performed within the last 72 hours
- for a negative rapid antigen detection antigen test for COVID-19 disease performed within the last 48 hours for over 18 years of age, within the last 72 hours for 12-17 years of age and within one week for 6-11 years of age.
- What are the possible causes of false readings from CovScan Cyprus;
A prerequisite for the smooth operation of the CovScan Cyprus application and to ensure reliable readings/screening results is the updated National Screening Rules and Trusted Public Keys.
The last update date and time is listed at the end of the Settings - Settings section of the application, under Reload - Reload.
If there is NO date listed (or if the date is not today's date) check the application's internet connectivity and try again.

12. What is the format of the European Digital Certificate COVID and what are its main features?
The European Digital Certificate COVID can be issued and presented in digital and/or paper format.It contains a QR code with a digital seal to ensure its authenticity and will be verified by scanning the code through the CovScan Cyprus application. Its content is indicated in both Greek and English and is issued free of charge.
