Active diplomacy is helping to avert the threat of a Russian military attack on Ukraine, but the worst-case scenario has not yet been avoided, Ukrainian Foreign Minister Dmytro Kuleba said at a briefing for foreign journalists.

Kuleba said that Russia has not yet gathered enough forces to organize a full-scale invasion of Ukraine and that Ukraine and the United States are aligned in their assessments of the threat of a Russian attack.

At the same time, the Ukrainian Foreign Minister addressing the European Union said that it must do three things to prevent Russia's invasion, Ukrainian news agency Ukrinform reported.

First, remain firm and united on the unacceptability of Russian telegrams and demands, Culeba said, addressing EU member states.

Second, complete the list of sanctions you are prepared to apply in the event of a Russian military escalation, and make it public so that the Russians know them, so they can see what is in store for them. After all, we've been hearing talk about the seriousness of sanctions lately, but it's time to get specific, otherwise Russia may think it's just a bluff, Kuleba said.

The third thing to do, the Ukrainian foreign minister said, is to help Ukraine to strengthen its security, especially cybersecurity. He also pointed out that each EU country can choose the help it wants to give Ukraine, but the main thing is to show political will and strengthen Ukraine's security.
