[Cyprus Times] Extension of Planning Incentives Plan, amendment of RES plan What the Cabinet decided

<blockquote>The <b>Deputy Government Spokesperson Niobe Parisinou informs the Council of Ministers of the decisions taken.</b></blockquote><p>As noted in a statement, the Council of Ministers met today under the chairmanship of the President of the Republic, Mr. Nicos Anastasiades and took the following decisions:</p><p>The Council of Ministers proceeded to<b> approve the Paphos Local Plan</b> (2019) after examining the objections of the Objections Study Committees (ESCs). It concerns the administrative areas of the Municipality of Paphos, the Municipality of Geroskipou and the Community Councils of Agia Marinouda, Achelia, Empa, Kissonerga, Konion, Leba, Mesa Chorio, Tala, Timi, Tremithousa and Chloraka.</p><p>The Council of Ministers approved the <b>allocation of plots of land to low-income families.</b> Specifically, 14 plots were allocated to families in the Drymos community of Paphos district, while 24 plots were allocated to families in the Ebas community also in Paphos district.</p><p>The Council of Ministers approved the <b>extension of the Plan for the Provision of Urban Incentives for the Recovery of Business Activity in Cyprus</b> until 31 December 2021. It is recalled that this Plan includes, among other things, the granting of increased building rates in tourist zones and city centres, with the exception of tourist zones with special ecological value.</p><p>The Council of Ministers decided to proceed with an <b>amendment of the Plan for the Production of Electricity from Renewable Energy Sources for own consumption.</b>The main amendment concerns the inclusion of the category of virtual net-metering for residential consumers and professional farmers who cannot, due to lack of space and other environmental and urban planning restrictions, install photovoltaic systems on the roofs of their homes or agricultural premises. Under the category of virtual offsetting, consumption will be covered by the output of a photovoltaic system installed on a different site. The Government's aim is to facilitate the installation of photovoltaic systems for own consumption, which will significantly help to reduce electricity costs and increase the penetration of Renewable Energy Sources in the country's energy balance in the context of the rapid transition to the green economy.</p><p>It is noted that <b>the energy targets of the Republic of Cyprus for 2020 have been exceeded according to the relevant statistics announced this year.</b> The binding target of 13% for the contribution of RES in final energy consumption was exceeded by more than 30%, reaching 17%. The target for cumulative energy savings of 32% was also exceeded, as well as the indicative target for renewable energy penetration in heating and cooling of 23.5%, achieving a penetration of 38.55%. The installed RES capacity currently stands at 467 MW and over 127 commercial RES projects, with a capacity of 237.8 MW, are under implementation.</p><p>The Council of Ministers decided on the following appointments:</p><br />

<li data-xf-list-type="ul">k. <b>Michalis Persianis</b> to the post of Chairman of the Fiscal Council for a period of five years until 9 July 2026.</li>
<li data-xf-list-type="ul">K. <b>Kosta Demetriou</b>, Member of the Authority for Public Supervision of the Audit Profession for the period until the end of the Council's term of office, i.e. until 19 June 2023.</li>
<li data-xf-list-type="ul">Dr. <b>Sofia Nestoros</b> and Dr. <b>Konstantinos Ferentino</b> Members of the National Cancer Committee.</li>
