Extraordinary meeting of foreign ministers and possible summit

The foreign ministers of the European Union are holding an extraordinary meeting in Paris to discuss the range of sanctions against Russia. An official said there may also be a meeting of EU leaders "but no decision has been taken on that yet."

"Of course our response will be in the form of sanctions. I am sure there will be a unanimous decision this afternoon," said foreign policy chief Josep Borel.

The first sanctions were announced by the United States over Putin's decision to recognize the self-proclaimed Donetsk and Luhansk People's Republics in eastern Ukraine, a decision the Kremlin said was communicated to the leaders of France and Germany during telephone conversations.

"The European Union is called upon to prove that it not only talks about sanctions, but also proceeds to implement them," said Ukrainian Foreign Minister Dmytro Kuleba, who is already in Brussels.

European diplomacy chief Josep Borel earlier condemned President Putin's decrees on the so-called "peacekeeping mission" in the separatist territories, calling them a "clear attack on Ukraine" and a violation of its territorial integrity and sovereignty.

"STOP" on US investment in Donbas

The President of the United States signs an Executive Order banning new investment, trade and financing by Americans to and from the Donbas region, in the wake of yesterday's joint statement by Biden, Solts, Macron that Moscow's provocation "will be answered".



In a statement the German chancellery said that the leaders of the US, France and Germany had agreed in talks that Putin's move should not go unanswered.

London, through Foreign Secretary Liz Truss, said the British government would announce new sanctions against Russia today (Tuesday), accusing Moscow of choosing the path of confrontation over dialogue.

Moscow's action now leaves in the air the attempt to bring all sides to the negotiating table as the French presidency was quick to announce yesterday.

At the same time the situation on the line between the Ukrainian army and the separatists remains chaotic with attacks on both sides. Yesterday the separatists had reported the death of two civilians, today the Ukrainians.
