[B-4]ELAM will vote against the state budget except for spending on the Ministry of Defence and special services, ELAM President Christos Christou said in his speech during the debate on the 2022 state budget in the House of Representatives.[B-5][B-6] Christou said that ELAM's vote against is not because they do not understand how crucial the state budget is for the functioning of the state machine "on which our compatriots rely to live" nor because they do not want the Republic of Cyprus to receive the funding it is entitled to through the Recovery Fund.[B-7][B-8]"Through this political act we want to send a clear message to the executive. He said.[B-9][B-10][B-9] With regard to the migration issue, he called for strict and effective measures to be taken. In relation to issues concerning the health crisis, he said that the separation of the people is a wrong choice and that children have parents who can judge and decide for their welfare without coercion.[B-11][B-12]In relation to the banking sector, he said that banks with "political backs" continue to act as a "state within a state", leaving thousands of borrowers hanging on sticks, threatening them daily even with the sale of their properties. He asked the state to provide a way out and to take initiatives.[B-13][B-14] On the Cyprus problem, he said that it is necessary "to stand up to the claims of the occupying power", stating that "we are not the weak side, we are the legally recognised state". He expressed disagreement with the practice followed by the Government and said that all political forces should take a public and official position on this issue, and while he said they had registered a matter for discussion under Chapter D, this discussion had not yet taken place. He added that the "abusive behaviour" of the state brings the opposite results of what they seek. He also said that initiatives should be taken and through legislation to stop these abusive measures. He argued against compulsory vaccination and compulsory vaccination of any kind.[B-21][B-22] On social issues, he spoke of the need for a social policy with emphasis on the protection of large families, single parents, pensioners, people with disabilities and war victims. He said that the budget and the actions of the Ministry of Labour are in the opposite direction from the one sought by ELAM. He also said that the state's delay in providing fodder for the livestock sector has resulted in shortages and a multiplication of the price of fodder. Today, he said, many livestock farms are closing down and we are leading to a major blow to the primary sector of production.[B-23][B-24]With regard to the migration issue, he said that the situation has really reached the breaking point. Indicative, he said, is that ELAM today revealed videos and photographs of violent incidents and vandalism that took place in less than 24 hours in different parts of Cyprus. He also recalled official statements by two Interior Ministers that it is an organised plan by Turkey to change the demographic character of Cyprus.[B-25][B-26] With regard to defence, he recorded for the second year the increased budget for defence armour and said that "our interventions have also led in this direction". It is necessary, he said, for every serious state to support and strengthen its Armed Forces.[B-27][B-28] On the Cyprus problem, he said that in order to escape from the dire situation in which we find ourselves today, there must be the necessary political will to devise a new strategy and to make maximum use of the options available to us. He also spoke of measures that will cost the occupiers, such as closing the roadblocks, unilaterally abolishing the Green Line regulation, removing the identity cards of the Republic of Cyprus from those holding positions in the pseudo-state and imposing sanctions on Turkey.[B-29]
