At the moment, EU leaders have entered the second round of discussion[/B] concerning the sanctions to be imposed on Russia. They will even ask the Commission to prepare the package of sanctions.
It is noted that paragraph 10 of the conclusions contains a reference to the need for emergency measures in the energy sector as well. Specifically added was the reference made by Kyriakos Mitsotakis during his entrance to the Summit where he asked the Commission to prepare emergency measures, including energy.
Meanwhile, the meeting of European leaders is also taking place today with strict measures. As Barent Leitz, spokesman for the President of the European Council, Charles Michel, wrote that the meeting is being held without electronic devices.
"The summit has begun. There is first an exchange of views with the President of the European Parliament. The discussion is being held without electronic devices to ensure confidentiality," Barred Leitch wrote on Twitter.
Earlier on Thursday afternoon, Bloomberg presented the draft conclusions of tonight's EU summit, which states that with its military attack on Ukraine "Russia is in flagrant violation of international law and UN Charter principles and is undermining European and global security and stability." It also notes that Russia "bears full responsibility for this act of aggression and all the destruction and loss of life it will cause" and will be "held accountable" for its actions.
The European Council "demands that Russia immediately cease its military actions, unconditionally withdraw all forces and military equipment from the entire territory of Ukraine and fully respect the territorial integrity, sovereignty and independence of Ukraine. The European Council also condemns Belarus' participation in this attack against Ukraine and calls on it to respect its international obligations."
Regarding the response in practice, the European Council, it is noted, "agrees today on further restrictive measures that would impose huge and serious consequences on Russia for its actions, in close coordination with our partners and allies. The Council will adopt without delay the proposals prepared by the European Commission and the High Representative." The Council also calls for "the swift preparation of a further package of sanctions also covering Belarus."
The European Council finally "reiterates its unwavering support for the independence, sovereignty and territorial integrity of Ukraine within its internationally recognised borders". The EU, it said, "will continue to work closely with its neighbours, partners and allies in the framework of NATO, G7, UN and OSCE."
