Two law proposals, which amend the Law on the Evaluation of Candidates for Appointment to the Civil Service and specifically relate to successful candidates in government examinations to claim a number of positions in the civil service, were discussed on Wednesday by the Parliamentary Committee on Institutions.

During the Committee's meeting, the discussion focused in particular on the right given to successful candidates in the government examinations, who are registered in a list of successful candidates which has a duration of one year, to apply in the following year for several positions in the civil service which meet their qualifications. There was also a suggestion to be removed from the list of successful candidates when they are appointed to a post in the civil service or to declare their preferred post in order of preference.

A representative of the Public Service Commission (PSC) said that in the year 2020, the Commission until it arrived at the appointment of 402 officials who ultimately accepted the offer of appointment made to them went through the selection and offer of appointment process to a total of 680 candidates.

That is, as he explained, the same position in some cases had to be offered to two, three or more candidates before the offer was accepted.

He noted that currently what applies for appointment to the civil service is that examinations are held once a year (October and November each year) and those who pass the examinations can apply for the posts advertised the following year.

He further said that if a student has not yet obtained his/her degree, he/she is allowed to sit for the examination because it concerns posts that will be advertised next year.

But when the posts are advertised, a candidate for a post is required to produce a degree by the last day of application for claiming a particular post, he added.



A representative of the legal department said in relation to the recommendation for deletion from the list that it is the position of the department that "is this provision is unconstitutional because we all know that the advertisement of posts is done for equal treatment purposes so that anyone who wants to apply can do so."

She said that "when a post is advertised there is no question of declaring a priority and added that the posts are open to all and the required qualifications are there and this also ensures the principle of equality and equity."

He also said that there is the right of every individual to choose the profession they want and "it does not mean that because I accepted a position I automatically exclude myself from other positions."

The purpose of a proposal for a law amending the Law on the Evaluation of Candidates for Appointment to the Civil Service, submitted by the Chairman of the Committee, Dimitris Demetriou, on behalf of the Parliamentary Group of the Democratic Rally, is the application of a similar recruitment procedure for posts for admission to the civil service whose scale does not exceed the A9 scale of the government salary scale to those applicable to posts for admission to the civil service whose salary scale does not exceed that of A8.

This amendment, according to the explanatory memorandum to the proposal, is expected to achieve, inter alia, the simplification and acceleration of the recruitment procedure in the civil service for posts of first appointment in the A9 salary scale, to reduce the administrative costs borne by the civil service due to the holding of separate examinations for each procedure separately, to lighten the workload of the advisory committees with regard to the filling of admission posts and to overcome the difficulty in finding organisational structures for the recruitment of new recruits.
