He stressed that he made it clear to his Russian counterpart that such a move would have "tragic consequences."
Mr. Wallace was speaking from Moscow after meeting with Sergei Soygou as part of diplomatic efforts to de-escalate tensions on the Russian-Ukrainian border.
Nevertheless, he described the talks as "constructive and sincere" and commented that although there were obvious problems in the bilateral relationship, he would rate it "above zero". He expressed hope that diplomacy has contributed to the de-escalation.
He added that Soygou insisted on the Kremlin's assurance that there are no plans to invade Ukraine.
