The adoption of the provisions of the TEPAK protocol concerning unvaccinated students does not, under the circumstances, meet the requirements of the legislation in relation to the need to provide adequate justification and respect for the principle of proportionality, says the Administrative Commissioner Maria Stylianou-Lottidi in her report.

As she states, the above conclusion is further reinforced by some 'oddities and/or contradictions'.

Among these, she continues, is the fact that vaccinated and unvaccinated students are socialised in other coexistence areas only on presentation of a negative rapid antigen detection test, but are not allowed - subject to all other protective measures - to attend classes together in the classrooms of the TEPAK.
