[PIO] Priorities and actions taken by the Deputy Ministry of Culture


The Ministry of Culture, following its announcement dated 16/03/2023 regarding the establishment of the status of artist, wishes to inform the Cypriot artistic community of the following. The new Deputy Minister of Culture, Mr. Michalis Hatzigiannis, in just three weeks in office, has set the following priorities:

1. 1. The Deputy Minister of Culture has met with the Commissioner for Legislation, Ms Louisa Zannetou, and continues to meet with all the cultural associations in Cyprus, for an initial consultation on the issue, as well as to discuss their main concerns. It is also reported that she gave instructions to reinstate in the draft bill provisions relating to social security and health care issues that were absent from the last draft that had been prepared.

2. Understaffing of the State Department: In cooperation with the Deputy Director General of the Deputy Ministry of Culture Ms. Emmanouela Lamprianidis, who took office only on 13/03/2023, planning is being promoted and contacts are being made to address the major problem of understaffing of the Deputy Ministry and the Department of Modern and Contemporary Culture, which hinders the smooth implementation of the policy of the Deputy Ministry and the service of the citizen.

3. Youth Card: The introduction of the Youth Culture Card, through which young people over 18 years of age will be given the opportunity to attend performances by Cypriot artists.

4. Introduction of tax exemptions in culture: A proposal to the Ministry of Finance for tax exemptions in culture and the introduction of tax incentives to the private sector for investment in culture is being prepared and will be taken forward in the coming months.

5. Improving the 1% Law: working on changes to better implement the Minimum Mandatory Rate of Enrichment of Public Buildings with Works of Art (Procedures and Obligations) Law (57(1) 2009) or the "1% Law" as it is known in the art community. In particular, the Ministry of State for Culture is promoting the design of a methodology to update the list of existing public buildings included in the Law and to establish a timeframe for the implementation of the obligation with the relevant institutions and the commitment of the agreed amounts from their annual budgets. The possibility of extending the scope of the Law to cover the extension of public buildings is also being studied.

6. Venice Biennale 2024.

7. State Gallery of Contemporary Art - SPEL. Establishment of a Museum of Contemporary Art: The process for the establishment of the Cyprus Museum of Contemporary Art (CMP) proceeds in accordance with the provisions of the Fiscal Responsibility and Fiscal Framework Law (20 (I)/2014) ("Framework Law") and the circulars of the Ministry of Finance regarding the establishment of new state entities. In particular, the Department of Modern and Contemporary Culture, following the recommendations of the Ministry of Finance, prepares all documents required to meet the necessary conditions and criteria defined by the legislation.

9. THYMELI Plan.

Respecting the people of culture in Cyprus, appreciating their contribution and work, and fully understanding their needs, concerns and worries, the Deputy Minister of Culture, as well as all the staff of the Deputy Ministry, will do their utmost to resolve all issues of concern to the cultural community, through dialogue and continuous feedback, always through transparent procedures.
